Russian government recently enforced a law which mandates the need to prove acquaintance with the Russian language and history for anyone who lives or works in Russian. This law would come into force in the year 2015. At present people in Russia are not required to possess any familiarity with Russian language unless they apply for any work visa or trade or for obtaining Russian citizenship.
Under the law people who want to obtain work permit in Russia or a permit for temporary/permanent residence in Russia, will have to submit a proof of their fluency in Russian language, history and culture. They will be given more time to prove that meet the mandatory requirements of their familiarity with Russian. Proof of familiarity with Russian language will have to be submitted within one month from the issue date of the permit. If the applicants fail to publish the proof of Russian language, the applications will be submitted to cancellation.
The applicants who obtained the permits for permanent residence and work with effect from 1st January 2015 will be liable to submit the proof of Russian language and culture while applying for renewal of their permits.
This law does not force highly qualified specialists and their acquaintances to qualify for Russian language and culture requirements. Moreover this law makes special provisions for exempting full-time international students who come to the renowned institutions in Russia for study purpose.
